Locking old posts

Is there a policy regarding the locking of old posts? I ask because a recent discussion ensued when a relatively new user revived a post a year or so old.
A moderator made a not so accurate statement, got a couple posts stating otherwise, made a comment about it being an old subject, and locked the thread because his argument was being lost. He isn't a moderator of the message area.
I've seen many threads being revived that were much more than 1 year old. If there is such an attitude about this, why not lock everything that reaches 1 year of age?

Generally threads aren't locked unless they become unproductive..... often because they have become arguementative. To my knowledge, no thread has been closed only because of it's age.

Some moderators do close threads if they have been dormant for many months or years and then have a new reply added to them. I believe most of us do not do this.
