Is he broke, desperate or just dumb?

I once set a 32' ladder on top of a work van, scotched by the ladder racks to paint the top of a gable. Had my bank account not been empty and my kids hungry - I would have quit instead!

The wheels of the vehicle are not chocked. Otherwise everything else is OK!

I don't know why he had to make it so difficult and unsafe with two ladders. All he had to do was tie the two ladders together, end-to-end, and he could have had a direct ladder-way to his work position.

Why not just rent a bucket truck?

Bucket trucks cost money, he's probably saving money to put towards a hospital bill or provide for his family if he doesn't survive a fall

Why would he rent a bucket truck when he has two buckets on scene? When is holding his latter, and the other appears to be positioned to catch him when he falls.

That boy might not be bright but he sure isn't lazy. A 40' ladder is a bear to move or set up on the ground up against a building. I couldn't imagine setting one in a bucket and then trying to raise is. It was probably a piece of cake setting the fiberglass ladder after that.
