And possibly why??

We have a winner folks!!!!

Yes in NJ all homes that are in the coastal flood plane hit by Sandy need to be raised.. This is a long process and there are not enough workers in NJ..

Cut, raise, reconnect, winterize if in cold months like now....

1) There is a hose bib & the thing to hold the hose about 8' high.
2) There is a second hose bib that is either leaking or running.

Edit: I guess that I was a few minutes too late.

It appears this raising is complete, since the downspouts, etc are all in place. It is odd that the contractor could not have at least removed the hose holder from the wall. Of course, removing the bib would not have been rocket science, either, even if they just put a blank siding plate in.
