Fencing Error

When building a fence it is important to leave a bit of space between the pickets.

Surely that fence is on top of a short wall, I can't imagine a fence being stout enough to hold back that much water even if it was water proof. Neat pic though

If you enlarge the picture you can see that the bottom of the fence is higher than the water level.

Yes, the downward angle of the camera causes distortion but still humorous on first look.

The fence must be a few inches higher but you can also zoom in and see water pouring through the gaps in the fence and boiling up in the area in front of the blue tarp where the fence has been undermined.
