Angry beginner needs help with plastic plugs

Hi all,

I am trying to hang rods from a drywall. I have inserted the plastic plug after drilling a hole, it won't go all the way through (it seems that there is concrete or something else behind the drywall ).

I have used a 3/16 as recommended on the box.Now the plug is turning in the hole, so there is no catch for the screw. I am .What can I do for both problems?

If your hitting wood, you don't need the anchor, if it's concrete you'll need to drill with a hammer drill or drill gun.

Be carefull it's not a pipe, gas or water.

next option is to move it an inch or 2 and see what happens
