techniques on how to remove broken bolt

Any ideas on how to take a small bolt out of a waterpump . head snapped off. bolt is flush with surface. It's in a tight spot...so i was hoping to use my rotary tool(dremel). U think this is feasible with a drill bit and tap?

you might used and e-z out.
you can find them at your local hardware store.
you drill a hole first then inser the e-z out and should work

- I would support what Pgtek says about using an E Z E out. You can get them at auto supply stores as well. - However I wouldn't use the Dremel to drill a hole, it's much too fast for drilling hard steel. You need to start with a drill speed about 450-700 rpm and LOTS of lube, to drill a clean hole in a steel bolt.

Do it Right - Do it once.

Small bolt? Consider grinding a slot (for slot screwdriver) with the Dremel's cutoff disk.
