Replacing Threshold Ancors
We are laying ceramic tile on our kitchen floor. It is a concrete slab on two levels. Next to the steps to the lower area is an exposed area with an exterior type iron rail that spans 58". The bases for this railing are set up for four anchors each set 2.5" apart. It's 1.5" to the edge of the slab from the anchor that is closest to edge. When I removed the railing to lay the tile, two of the 1/4" anchors were broken. I wanted to install the rail in the same place (the other two on the base at issue here and the four on the other base "seem" to be solid).
The two holes were covered in preparing the slab so I am not sure if there is any steel from the old anchor in there. If there is, will it be impossible to re-drill a hole in the same place?
If it is not a sound plan to drill in the same place, what options do I have?
Thanks for your opinions.

I have drilled out lag shields successfully. It take a good bit and a lot of pushing but it can be done. Most likely you'll need to replace with a larger anchor. If its something other than a standard lag shield anchor I don't know..
