is it a solid concrete wall or concrete block?
if it is solid use the concrete screws found at the big box stores, if block, drill holes and blow all of the dust out and then set metal anchors with epoxy for the best hold. the anchors will work with concrete, the screws are faster.

If you have concrete, and don't mind drilling it and hacksawing steel rods, the shelf may be a sleek 3/4" thick and support a fair load.
