Is there a way to hang pictures or posters without a heavy frame? I've done it before with a mat, and then a plastic paper sleeve (8.5x11) thing that goes in binders, but it didnt look that good, perhaps cuz the sleeve wasnt super clear. I then taped it up on the wall. I live in an apartment so if you have any ideas, let me know

Not sure what you mean by heavy frame.
Do you mean you want a frame that can be taped to avoid putting a nail in the wall?
Apartments that I am familiar with all allow nails to be put in walls to hang pictures.
It would be unreasonable for a landlord to not allow you to decorate your space.
Tape can do more damage to a wall than a small nail or picture hanger.
All you need to do when you move is get a small tube of drywall mud and with your finger tip wipe the mud across the small nail hole.
On a light colored wall it likely won't be noticeable.
You can get small frames that are just a piece of glass on a backer-board held together with clips.
These can usually be found at a dollar store for not too much money.
