Hanging Lights in Plaster

For about 4 years now, I've been hanging lights on the archway in my living room, and dealing with the problem of the hooks falling out. I tried gluing dowels in and all, and nothing seems to work decent. Does anyone have any ideas as to what would work better? It needs to be hardly noticeable, strong, and preferably easily removable for the few months where I don't have lights hanging up. (Although I have lights up most of the year here)

Plaster over wooden lath or drywall? It DOES make a difference.

Drywall, although I haven't tried drilling in to see what's behind, it is an actual archway.

I decided yesterday to screw a long drywall screw into the hole, and it seemed to bite onto something. Since that works, is there any sort of hook that can be held in with a screw? Conduit straps work, but they're hideous.
