toilet seat removal

We are trying to remove an old toilet seat. The bolt thing is frozen. Actually the toilet seat has broken off and we can't remove the bolts so we can replace the seat. How do we loosen the bolts?

If penetrating oil on the nuts does not work then try a hacksaw blade. You have to be real careful to minimize scratching as you are cutting through the bolts.

With brass bolts, I have had good success snapping the bolts off from below with a pair of vise grips. Not recommended, of course, and extreme care must be taken. Done it a half dozen times over the years.
