It's a spring hinge. Knife off some of the layers of paint and use wd40 specialist pfte spray. Not sure if the top cap comes off on that one or not. Knife around that top 1/4" cap.

Thank you
I've knifed off the paint as you suggested.
I'm not sure how to remove the hing pin.
Should i turn the bottom cap to unscrew the pin entirely from the hinge?
The hing pin is threaded - will using pliers on it damage the thread?

Spring hinges do not have a removable hinge pin like leaf hinges do. Once you have knifed off the paint you can spray it with a lubricant. Those dimples around that top cap are also adjustment holes that you could open up with your knife or a small drill bit. Then you can spray a lubricant into those holes.
Truthfully you should probably just replace the hinge with a new one if lubricating it doesn't help.
