Gluing a lazy Suzanne

I have a marble lazy suzanne for the kitchen table (see attached pictures). The bottom piece separated from the top. I tried using J-B Weld but it did not hold. I'm unable to remove the old J-B Weld from the underside of the top piece (the black stuff in picture).
Any ideas of how to attach the two pieces together?
