I see 2 fuzzy out of focus pictures and have no idea what we are even looking at.

Yes.... quite large. They just jump off the page.

My guess is the snap ring is the part in question.
Snap ring pliers are available at any home improvement or auto parts store.

I really appreciate the quick replies. It has "screw-like" levels inside. But inside out. Like a cylinder. As if I am supposed to stick something in and twist to un-screw. An inside out "screw." Is there such a thing?

What are "snap rings" typically used for?

Snap rings hold large parts on a round shaft.

I can see what looks like brass inserts in your pictures.
I can't see any detail to make a recommendation.

Torx and hex are the two most common internal head types.

I am assuming you are talking about the brass parts.
Google "screw insert" and "threaded insert"
Some of them are threaded in so they can be removed but others are press fitted in and cannot.
Yours look like the press fit type.
But am not 100% sure because of the poor picture quality.

Glad we helped because most inserts are not removable.
So if you are trying to get something apart... this isn't of much help.
