Advice on What to use to hold 25-30 lbs to wall

Looking for advice on what I can use to hold 25-30 lb CD Holder and CDs to concrete / cinder block wall without drilling into the blocks. Is there an adhesive or something strong I can attach to the back of the CD Holder and the wall that would hold the weight?

I cant drill into the wall.

Thanks for any assistance

Probably not with 100% confidence, a hole in the block for a fastener could easily be patched.

You didn't tell us what your CD rack is made of but I can almost guarantee that you'd be gluing two very dissimilar materials which makes picking the right adhesive more difficult. Yes, there are strong adhesives available but you'd have to find one that adheres well to the wall and your storage rack. If the wall is painted I'd forget it completely and drill the wall to install fasteners. It's fast and reliable.

Screw into the mortar joint, even easier to patch!
