"flat bolts"

I am looking for bolts to use as window "hinges" for some old windows. The bolts are about an inch long and 3/8 diameter. The key is that it is not round - the diameter in one direction is 3/8, but in the other direction it is flat on each side, so it fits into a slot in the window hinge (I assume so the bolt doesn't turn when the window opens).

The current version has not a hex top and is more of a flat top, though I don't care about the top.

Does anyone know:
1. What these are called so I can search for them
2. Where I can get one?
