Sluggish motor on a ProForm 770 EKG Treadmill

The belt on the above model treadmill slows down intermittently, especially at slow speeds. It almost seems as though the clutch isn't adjusted correctly, but I don't think these have any kind of clutch, do they? It works fine if you don't step onto the belt. I got this from an InLaw who was going to throw it away because of this issue. Anyone know what the problem might be?

I also have the same problem with the treadmill and trying to rehab from a total knee replacement. How did you solve this problem?
I have a treadmill 770 Proform from Sears and it is slowing down or speeding up intermeditately. Do you have a way to resolve this problem. Trying to rehab from total knee replacement.

I went to a website: www.iconservice.com/pdf/291660.pdf and downloaded the manual for the Pro Form 770 treadmill.
It gives instructions on pages 23 & 24 on how to adjust the magnet and reed switch in the motor which could be the problem. It also gives instructions on how to loosen or tighten the walking belt.
