Heat Pump/ No Blow Air - Yes Heat

I have a Heat Pump that has quit blowing when the air is on. The outside unit will turn on, but the blower inside will not. There is a sizzling noise when the air turns on. The coils fill up and get cold, but I have not left the air on too long to see if the blower will eventually fire up. When the heat is on the inside blower fires up with no problem. Does anyone have any ideas?

Possible bad fan relay.

Turn the thermostat fan setting to 'on'. If you can get the blower to come on this way, leave the setting there until it gets fixed. I'm not saying it IS a bad fan relay, but could be.

If you cant get the fan to come on are stay on dont run the AC at all with out the indoor Fan.

Electric Heat Pump Question

I have a York Elec. Heat Pump. This is my second year in my home and when I turned on my heat it runs for several minutes then the Emergency Heat light begins to blink. The light blinks five times. The heat seems to be working but the fan never stops running. I was of the understanding that this means the system is not getting enough air intake. The last owner said that this happens when snow and ice builds up on the exterior fan. It is mid-october and I live in Pennsylvania, there has not been ice or snow yet! Any suggestions about what the problem might be? I am a novice but can complete small fixes in order to avoid any major repair bills, or worse yet have a tech come out and charge me $90 to show me a quick fix.
