Best electric baseboard heating solution?

I'm thinking about using electric baseboard heating as a secondary heat source for my finished basement. The finished basement area is 735 sqt feet of open space. I have gas furnace forced air as my primary heat source, but I don't think it will bring the room to the level comfort I want. I will have the electric baseboard heating system controlled by a seperate thermostat. And the electric baseboard heaters will be installed on the outside wall under windows.

My problem is selecting the right electric baseboard heater for my application and size. I have the following questions for starters...

1. Will a sealed silicon oil electric baseboard heater perform better the than standard ones (i.e. control room temperature swings and/or lower cost)?

2. Do you recommend units equipped with blowers or fans?

3. Are there more ascetically pleasing baseboard heating options available?

4. Lastly, is there a particular brand you would recommend?

#1 I dont know just why and some will go the other way. But none of the units with oil and mix in them have worked good for me. Just seem to cost more to run also slower on the pick up.

#2 Yes and no If like you will have them off for a time and then turn them on a fan or bloweron them will help.

#3 Thats up to you.

#4 They all work just about the same way and use the same fuel
