Cool Trane Heat Pump. Need new switch for emergency heat

Had a AC repairman check my heat up. He gave me an estimate of $380 (of course, he charged me an initial $85 to check the unit) to change a switch from the outside unit to control the emergency heat on the blower. Since the heat pump is 16 years old, he recommended getting a new unit. I have a Trane Heat Pump Model #: TWL730A100A0.

First off, is it feasible for a novice to change that switch safely? Secondly, I cannot seem to find the switch to purchase. Can anyone tell me the exact name or part number for that switch and where I can get it? Lastly, can you give me instructions on how to change the switch?

This situation is driving me nuts because the emergency heat is constantly switching on and off every 5 seconds.

Thanks.
