Trane Heat Pump Help

I have a Trane XE1100. I live in Charlotte, NC. So it does not get that cold. Today it is mid to upper 50's. The problem I have is; The fan on the outside unit runs almost all the time. It does cycle, run for about 1/2 hour shut down for 10 seconds then repeat cycle. The larger copper tube at the outside unit is not hot. Is it normal for the ouside fan to run this much? The system seems to heat the house fine. I had the system serviced and the outside unit fan motor and capacitor replaced this past summer. Thanks in advance for the help

Sounds like it could be cycling on low pressure. Is everything clean? The coils and filters.

While it's running feel the copper lines. In heating mode the fat one should get hot and the skinny one should get cool to the touch.

Does your stat show if aux is kicking in when the outdoor unit shuts off?
