Trane Heat Pump problem In A/C

Strange Problem!!
I have a Trane Heat Pump. When it came time to turn it over to the A/C I noticed that the coil Frozen. Replaced the filter and let it thaw. A week or so later coil was freezing again. Come to find out ... The outside unit was running all of the time. Inside unit was cycling as it should. I could shut the outside unit off by turning off the breaker to the outside unit. And it would come back on when the breaker was turned on. I was advised to check the contactor.. Opened the unit pushed on the contactor. Found it to be closed as it should be. closed the unit.. Now it wont run at all?? Replaced the contactor (for grins) Still won't come back on. Any Ideas?? Replaced the defrost board a couple of years ago (don't know if that means anything or not.) Also had a broken wire from the inside a couple of years ago too... Can't understand why simply opening the unit and would cause it not to come back on.. All breakers on etc...

does the fan inside still run? if so, recheck your wiring outside

Sounds like the compressor is out on thermal overload.
