Question Heat Pump Short Cycling in Heat Mode

I have a Carrier Heat Pump which uses a Honeywell RTH7400D Thermostat. Previously I had a manual thermostat that sparked. The cooling side works fine, the indoor fan works. When in the heat mode the heat cycles for approximately 1 minute, then goes into the wait mode for 5 min. This goes on continuously. Ditto for the auxillary heat mode. I have a new contactor and transformer installed with circuit breaker. Does anyone have any ideas what keeps this unit from cycling in a normal manner when in heat mode?

who installed the tstat? does it make temp? that particular tstat will try and hold temp to 1/2 deg of set point,check wiring, check installer setup

I installed the tstat. Simple installation. Called the techie at Honeywell, he reviewed the installation procedure with me, but could not offer any suggestions.
