York Heat Pump won't start

York Heat Pump won't start
Hi all,
We just moved into a new condo and this is my first interaction with a heat pump. Short story is, I blew the fuse on the air handler when I changed the thermostat. After fixing that I noticed that the Aux Heat is working fine but the Heat Pump will not start. We had an electrician take a look and he was able to use a jumper to get the Heat Pump running. He recommended a Honeywell Heat Pump thermostat, which I've since installed. The Aux Heat is still running fine, but I still can't get the Heat Pump to start.
Here's how I've wired it:
Red - R
Orange - O/B
Blue - C
Yellow - Y1
Green - G
Black - L
Tan - W1
These are the terminals that the electrician specified during his visit. Since he was able to 'jump' start it, I don't see how it's a fuse issue on the Pump. Any ideas?

The Tstat is a Honeywell T8611G Programmable Thermostat. It's a 2 stage heat and 1 stage cool tstat. The York heat pump is a E2FH model. The air handler and the tstat are wired almost identically except for the following:
The Tan and Black wires are capped at the air handler (Black from Tstat/Black from Heat Pump and Tan from Tstat/Tan from Heat Pump).
The wiring from the Heat pump to the air handler shares the same terminals with the tstat except for the Tan and Black as I just mentioned. Also, the Heat pump also uses a different terminal for the Green wire. I believe that it is W2 (I'm doing this from memory at the moment so I could be wrong). I can't recall at the moment what the wiring is at the condensor. I'll post that later when I get home (I suspect that it is identical to the Tstat).

G from tstat controls blower and should be hooked to G in the air handler
W2 is aux heat, you will need to look at the wireing diagram to find out if you should be using black or tan wire and should hook to board in air handler and also to condensing unit.
L on tstat is for equipment monitor????
