Heat Strips on all the Time

Heat Strips on all the Time
I have a goodman heat pump and the heat strips are on when the heat is on. I think the t-stat is working properly. I check the voltage at the t-stat with a meter and did not get 24v on the W2 terminal (Robert Shaw t-stat #9420). Any ideas on where to look next?

Strips always on?
Check several of the recent posts. If you ask for a large rise in temp. both the compresser and the strips could run at the same time. You might shut the unit off for 10 to 20 minutes and then set the stat only a degree or two above the current room temp. This should trigger the outside unit only. That might not be true if it is only 10 F or so outside.
