Radiant electric heat

My daughter just moved to a 3 level townhouse condo. It is set up with radiant electric heat. The heating elements are in the ceiling rather than the floor. This doesn't make sense to me since heat rises. Is this a normal type of installation? Thanks.

I dont know how long ago that everyone stopped useing that kind of heat. We do have a set up like that now that we use under the tile floor in a home. they work real good
