Heat Pump Constantly running but not cooling house

My outside unit continuously runs, but the inside of the house doesn't cool down. The tstat may be set at 80 and at times it will cool it down to 80, but the outside continues to run. Other times, it may be set at 80, but doesn't cool down taking the temp up to 87 and still continues run.

Had tech out to look at it and said the amps were low and that the compressor was going bad. Had a second opinion, he put the gauges on and said the amps were fine. Neither of them looked at the tstat (maybe it's going bad?).

The air coming out of the vents ranges between 68 - 74.

Any ideas as to what is going on??? I'm in FL and it's hot

Had another tech indicate that possibly the reverse value may be stuck??? Does any of these make any sense to anyone?

Well to start is the filter clean??? The inside coil clean??? The blower wheel clean and you have good air from the blower??? Check the big copper line is it cold and wet ?? The small copper line warm to hot. At the outdoor unit??

If so then you would have just heat off the coil

Is the comprressor on for sure ????
