Baseboard heater stays on

Hi:
I have a 240v 4' baseboard heater with a Honeywell single-pole programmable thermostat. The problem: the heater does not cut off; the thermostat shows off, but the heater does not cool down. My wiring: a 12/2 run to a workbox on the wall where the heater hangs (concealed by the heater). White leg of the 12/2 connects to the heater. A switch leg carries the black leg of the 12/2 to the thermostat, then back to the heater. I received little support from the heater company, but I'll try again today.

If my wiring is correct, then I'll replace the thermostat first. Any other suggestions?

Can you check the thermostat with a voltmeter to see if there is voltage going to the element when you think the thermostat is off? If not, replace the thermostat, it sounds like that is the problem.

Could Ohm out the unit. Make sure no short to ground in it .
If the tstat is open and not calling for heat. Sure the tstat is set right for electric heat?????
