No Heat From Heat Pump

It Has Been A Week That The Heat Pump Has Been Doing This.heat Pump Comes On But After 20 Or So Minutes Oil Furnace Comes On For 10 Minutes. Shut Off Heat Pump Comes Back Then Stops When Temperature Is Acheived.there Seems To Be No Heat Coming From Heat Pump.outside Fan Is Running Big Copper Line Becomes Very Hot But Small Line Returning Is Always Cold.also It Hasnt Done A Defrost In The Last Week.the Defrost Board Is Working .it Hasnt Done Defrost Because There Is No Frost Accumalation On Outside Fins.it Is A Demand Defrost Heat Pump.i Was Just Wondering Could It Be A Stuck Valve In Inside Unit.this Heat Pump Is 1.5 Years Old. Thanks In Advance.also It Is Not Very Cold Outside.
