is this supposed to work this way?

Is something wrong or not? My heater seems to be on and off....
Sometimes its blowing nice warm air (about 87 degrees) but more often than not its just blowing air, about 72 degrees.

Its a Carrier heat pump (electric). Its set at 72 and usually doesn't bring the temp up to more than 70, runs a lot so I'm afraid of what my electric bill will be. I have even turned it off a few times. It hasn't been extremley cold here, mostly
30's at night. The heater seems to be working enough to keep things manageable but just barely. The thermostat is programable and is set to go down to 65 during the day and back to 72 for a couple hours in the morning and most of the evening. (65 during the day when I'm at work)
Is this just the way its supposed to work or is something wrong?
I don't remember having this problem the last few years.

what is age of your HP system?

when was it last serviced?

I do not like setbacks of more than four degrees in a HP even for newer systems.

suggest a service call. a supply temp in the 70s is not normal.
