Heat pump keeps running

my central heat pump indoor unit keps running but the outdoor unit cycles on and off.

The last two days the outside air temp was 100F degrees. The thermostat was/is set at 79F but the room temp never went below 83F until around 11:30PM when it cooled off outside.

Is this normal for the temp conditions?
Thanks

Thanks! I had a similar problem last winter. Tech said the system coolant was out of "balance". and added more.

I'll call him again!
