heat pump won't cool

I have a Crane heat pump. It works great in the heat mode, but when I switched it to cool I got no cooling. The compressor is running as well as the air-handler fan. I can hear the reversing-valve click. The vapor and liquid lines are the same temp in the cooling mode. In the heating mode the vapor line is much warmer. I'm thinking the reversing valve is not functioning properly in the cooling mode, but I'm not sure. Any ideas???

That is what it sounds like to me. You can test with a digtal thermometer to find out for sure, but you could also have a tech check with gauges for more accuracy.

It sounds like there might be a problem with the flow of the fan in the cooling mode.
