trane x15i re-install not cooling well

trane x15i re-install not cooling well

Had to move my air handler and heat pump due to an addition on the house. A/H moved from attic horizontal to vertical closet on 2nd floor. Had HVAC install technitian braze and wire as well as vacumm line and freon.

A/H is 4TEE3f65 5-ton variable speed.
HP is 4TWX5060 5-ton single stage (x15i).
Thermostat is Honeywell TH6220D.
Wiring is:
TH - A/H - HP
R +Rc R +Bk Red
G G
O/B O Orange
C B Blue
Y Y Yellow

HP has extra black wire not connected to anything.
R+Rc means R and Rc terminal jumpered.
R +Bk means R and BK terminal jumpered.

Symptoms: Air coming out is not even close to as cold as it was prior to moving units. Hit 100 yesterday and the system could not hold 81 while running continously.

Questions: Would too much Freon in system cause this?
Is the wiring correct?

thank you for any and all help! Hitting 101 today and I am worried...

Wiring looks ok..... Likely a refrigerant system problem.
