Outside unit fan runs contunually while heat/cooling shut off

My Trane heat pump's outside unit fan runs continually even when the cooling and heating are both shut off at the thermostat. This started recently when I disconnected and reconnected my Robertshaw thermostat from its wall mounting plate. I wonder if the thermostat reverted to some default configuration that causes the problem. I looked through all the thermostat menus and the manual but can't figure out if there is a setting that controls this. Any ideas?

Is the compressor also running or just the fan? Because it is a heat pump it could be not only a failed fan motor winding, but it could also be a failed contactor or defrost control board. It is unlikely that is is anything to do with your thermostat.

if you disconnect the thermostat does the fan still run ?
