Heat Pump

I have a Trane heat pump approx. 10 yrs old. I can hear my outside unit kick on way too often. My temp inside the house is staying pretty consistent but my inside blower is not turning on. I can feel heat coming from registers but not blowing. I tried turning on my house fan without the heat and the fan will not kick on that way either. I would like to repair this myself if possible.Any suggestions?
Also was wondering if there is a reset button somewhere that I can reset?

Does the fan spin freely with power removed?
Do you have a meter that can measure voltage and capacitance?
Is the fan getting proper voltage when a demand is present?
What size capacitor does your fan use?
