Smile Heat Pump Fan Not Spinning

Hi Forum!

My heat pump fan does not spin. If I turn it off and try to spin it, it turns freely, but with it powered up, it turns tight. The cap seems to be OK; no bulges.
Is my motor shot?

A capacitor can fail without swelling.

Is the motor getting 240 volts AC?

Yes; motor has 240V. It locks up when power is applied, and turns freely with switch off. Could this be the capacitor?

Yes, chances are higher that you need a cap than a motor.
Does your meter measure Ohms?
