Sizing replacement systems

I am going to replace my Trane electric heat pump and air handler with new Trane units for the upstairs of my house. The old units are 2 tons for the heat pump and 2 tons for the air handler. The quotes include one which includes a heat pump xl15r rated at 2 tons and an air handler that is rated at 1.5 tons (18000 btu/hr). The literature claims that this system as a whole is rated at 2 tons and I have two questions - is it possible that a 2 ton heat pump and 1.5 ton air handler can together deliver 2 tons of cooling and is this a suitable replacement system?

I agree with Airman. They should be the same size.
