Propane AUX heat

My downstairs heat pump has a propane furnace to provide the AUX or emergency heat. I've found when the AUX heat is needed the heat pump shuts off when the furnace is running. Is that how the system should work? Should it supplement (heat pump keeps running) when AUX heat is needed.

My upstairs heat pump has electric AUX heat and does supplement the heat pump when needed.
