Goodman Outside unit issues ?

Goodman Outside unit issues ?
When my programmable t-stat turns on programmed or in temp hold mode, The outside unit comes on and fan on top of unit works normal but the compressor kicks on and stops after about 3-4 seconds and than tries to comes on again after about 2 mins and stops after 4 seconds. The top fan continues to work even after the compressor stopped and inside unit is working as normal. Any IDEAS ?

Welcome to the forums.
Hopefully it's just a defective start/run capacitor. You will need to turn power off and remove service cover where the wiring connects. You can visually check the capacitor for bulged top.
The capacitor can hold a charge so it's recommended to short the leads together or to ground to discharge any charge.
We would need a model number off the condensor to offer more information.
You can also take the access cover off.... shot and post a picture or two and we can guide you.

I went to double check it and it has Powered by COPELAND SCROLL on the side, could of sworn it was a Goodman. While i was outer there the compressor did try to start multiple times and stopped after 3-4 seconds. Its like its coming on normal but something is turning it off after 3-4 seconds or some circuit is telling it to shut down for some reason.

Pulled capacitor 5/45 440V Diversi Tech 4JR0545-vi
No bulging, so i put a multi-meter on it set to 1k ohms put black end to C and red to fan it moved a little but couldn't read 2nd time in a row, it stayed on infinity or left side when tried back 2 back readings. reversed the red and black from meter and it jumped a little again but couldn't do back 2 back reading as second reading didnt move. Put black on HERM and it went up 3/4 of the way too zero and came back down, immediately did 2nd reading and it didnt move, reversed red/black on meter and it jumped to almost zero and immediately tried read again and the needle didnt move.

The cap is an inexpensive part. I would replace it first. At worst.... you end up with a spare you'll need one day.

It did not make a difference, the outside unit comes on, the fan starts and the compressor comes on and stops after about 4 seconds, after awhile the compressor comes back on again and stops after 4 seconds and continues this pattern. Its like the compressor is coming on and isnt getting a signal, like from a relay or sensor and shuts itself off or something is telling it to shut itself off. Meantime cold air is blowing in the house. The compressor is a Copeland scroll ZR28K3PFV930 .

I would call for professional service. As long as the condensor fan is running.... the compressor should be running. I'm leaning towards a problem with the reversing valve.
