Amana heat pump question

We had a new Amana heat pump installed a few months ago. Since the temperature dropped in this part of Canada (down to 1 or 2 degrees celsius overnight) it seems the heat pump is not coming on. The electric furnace is supplying our heat.

The heat pump is a 2.5 ton model ASZ140301 which apparently is really made by Goodman.

Is this normal that the heat pump simply stops operating when it reaches 1 or 2 degrees? And what is the function of the thermostat on the unit outside? It's set at about 10 degrees ( don't know whether it's celsius or Fahrenheit) and can be raised/lowered with a screwdriver. Pic is attached

Welcome to the forums.

That looks like a thermostat installed to lockout the heat pump from running in the very cold.
Since the system was just installed..... you should call back the installer.

That's what I thought initially. It seems to be set at 15 degrees, if that's Fahrenheit it would work out to -9 celsius which would be ok. It can't be celsius because 15 would be 59 fahrenheit!! Maybe I'll just call back the company which put it in. Weird that the heat pump doesn't run below 5 or 6 fahrenheit!
