so a local ac guy came out and said he couldnt test the pressure without the unit running. Is that true? Kind of made sense but then how do you know if its the charge or a faulty low pressure switch?
At least he didnt charge for the visit.

No, it’s not.
He should’ve been able to check if there was standing pressure in the system and if the pressure switch was open or closed.
You’ll still have to have a tech check the unit.

This is the circuit breaker panel with the 20A circuit for the unit (it is the breaker in the lower left corner, and yes I do know the 20A breaker labeled "Outdoor unit plug" is off) I turned it off on purpose as the various workers here think it is OK to use them for their power tools and other things without even asking the tenant who lives in that apartment, I pay for the electricity not them. They also messed up the breaker legend so I fixed that with my label maker.
