It can range from 30"-36 or more. Look at your room itself to find a good common height.
Areas like window sills, existing counter tops, any chairs in the room etc.
Then you can adjust the height to look more balanced for the room. There are no HARD rules on this as every home will be different

If this is in your dining room, measure the height of the back of your dining room chairs and install the molding at that height. We installed ours too high and now we have marks on the wall where the backs of the chairs hit the walls.
Next time, I'll re-do my dining room when I buy new dining room furniture.
