I don't know if there are any in your area but there use to be shops that you could go to that had the tools and materials to make your own. The operators would show you how. Lots on the web about making your own: https://www.google.com/search?as_q=m...pe=&as_rights=

You can also search for custom frames: https://www.google.com/search?num=10...k1.Gmn8WQvh6rg

I can explain it to you, but I can't understand it for you.

A google search for custom size picture frames is all you need to do.

If you have a table saw, a dado blade, a miter saw and a pneumatic brad nailer, you can make your own. I make mine from antique flooring boards, wormy chestnut I have found, and other exotic woods.

My town of 3500 has a custom framing shoppe. I imagine any craft store would sell kits. Guess it depends what kind of frame you are after.
