I use a Wavetek MS-1200. It won't tell you if the actual connector is on properly ( a good visual inspection to make sure the connector is on all the way, and the dielectric is all the way in) but it does tell you if you're receiving the proper signal level throughout the range of channels.

carefull, (if I'm not too late) signal isn't all

Checking signal level with a meter isn't the end of the story. Signal leakage is just as important (ingress and egress). A Signal Level Meter is the best way to check for this, but you can do so with a tv as well. Hooking the tv up to the line with at least a barrel on the other end and checking for picture on local over-the-air channels. But, as long as the foil shielding arounf the white dielectric is entact up to the bottom of the fitting (end of the threads) you should be good.
