Need help to build a small electronic device

I would like to build a small device (about 40 mm x 40 mm x 10 mm) that is turned on only when in a vertical position and either beeps or triggers an LED strobe every second or so only when it is dark or in a low light situation. Device should be powered by a standard wafer battery such as a 3 volt CR2032.
Would appreciate a circuit diagram and parts list. I have basic soldering skills and am sure that I could assemble something, but just need help in the circuit wiring and what parts to get.

Depending how accurate you need to be at vertical you could use a mercury or ball bearing switch.
It does not need any power.

I was hoping the the forum could help me get started. Can you point me to a site where I could learn ("do the homework") to create the circuit I need? I know I'd need an orienation sensor (like a mercury switch or something similar if solidstate), an led and some sort of timer to strobe it, and a light sensor. I think I know the basics of how to sequence these in the circuit, but just don't know how to modulate the voltage needed, etc.

Go to you local pet store and look at their dog collar lights.
They may have the type that strobe and also only flash at night.
You do not want one with options as you usually have to click a button to get to strobe.

Then you could modify it with a position switch to do what you want.

I found the circuit information I needed at ***********, but your approach ought to be easier to implement.
