I put up a new UHF/VHF fringe area TV antenna and just out of interest connected my multimeter between a dipole and the steel roof of my house and got a reading of 22.4 volts dc / 44.8VAC. Is this normal? This was before I connected the antenna to anything!

Yes, that's very possible if you have a radio or television transmitter close by.
The magnetic field from the transmitter will cause such a reading to occur. I've seen
toilets that talked (audio from a TV station), fluorescent lights that ran with no wires attached, etc.
