Sony 13" Trinitron TV No Raster - Sound OK

I have researched enough to be dangerous but not yet effective. I have a DMM, max 600VDC and am good at soldering. I read the no raster sound OK situation may be due to insufficient voltage to the CRT caused by a bad flyback transformer, horiz output transistor or even a bad vertical signal causing a cutoff of the high voltage to prevent CRT burn in from a single bright line. The heater at the back of the CRT appears lit and there is static electricity outside of the TV just in front of the CRT. Would appreciate some tips on things I could test and how to test them to identify the problem.

If the crt filiments are lit and there is static on the front of the screen,then the high voltage is working.You could have a problem in the vertical section of the set or if the set is too old it could trigger the video outputs to shut off due to the age of the crt.
