Water supply valve not flowing

Late last year I shut off the water supply to my humidifier since it had developed a leak somewhere and I was procrastinating about fixing it. Today I decided to dig into it, but when I turned the water supply valve back on, there was no flow. It's one of those clamp-on valve which pierce through the copper tubing. I do have hard water and it looked like there was a little corrosion. When this happens, can the valve be cleared? If not, can I replace the valve with a new one using the same hole that the previous one created? Or do I need to leave the old one there and just install a new valve? Thanks.

You will be asking for trouble if you remove it! I find a new spot for a new valve! Check your local codes thes are a no no in many areas (like mine)
