Aprilaire 700M not working

I installed this 700M humidifier 4 years ago and I just noticed that its not working this season. After doing some research it seems that the solenoid valves going bad is common, so I ordered a new one. I installed it and still no water. I then went a little further and checked that I was getting 24v coming from the board on the furnace and the voltmeter read just under 24v. My humidistat clicks when I turn the dial so I dont think it is that. Either the new solenoid valve is bad or something else is wrong that I'm not seeing. Any help would be appreciated. Thanks

Is fan fan running on it?

Are you getting 24v at the solenoid?

The fan that blows across the water panel does not seem to be running. Yes, I am getting 24v to the solenoid.

So you are getting water over the pad, just not a working fan?

No water is getting past the solenoid. I have 24v going to the solenoid but it will not open to let the water pass through. I purchased a new solenoid but I am have the same problem with the new one. I think that the new valve is bad. I should be able to take the wire that provides the 24v to the valve and touch them to the solenoid wires and I should be able to hear the valve open and close. Isn't that correct? I just think I received a bad "new" valve. Don't you think so?

are you sure you have water to the solenoid? Crack open the inlet side and make sure.

Yes, water supply is good.

Yeah, you should be hearing the valve click open/close.
