Black tiny droppings

Help! We live in Northern California. We have a Liquid Amber Tree that has tiny black droppings all over ground under the tree. The droppings are also under some leaves. There are also some very white webs on tree leaves with the droppings. The bark on some branches has ridges that look like scar tissue. Any ideas???

Do you see tiny caterpillars in the white webbing? I'm in Penna., so I'm not familiar with what you guys have out there. Take a small branch with the webbing and black spots to an agricultural office; in Penna. we would go to a county ag extension office (extension of Penn State). Good objective info from them. Let us know what they are.

We took a sample to our Ag Center. It s a variety of a web worm caterpillar. They suggested that we use Bt to help eradicate the problem. Merit will not work for us.
